With the Mini Slinky Tube, you can twist it and stretch it out to over 21 inches and approx .25" in circumference. It comes compressed at 8 inches long and makes a little popping sound as you stretch it out and push it in. Get a bunch of Slinky Pop Tubes and link them together.  More discrete than the original slinky pop tube and less of a noise distraction too!
